Hey!
They were just acquaintances but Catherine was very timid and took any act of kindness or likeness towards her as a very big deal and so she thought more of Imogen than what was really there. It was most likely purely friendly. You know, she was the kind of person who thinks someone who talks to them every now and then and doesn't mind them being around sees them as their best friend even though they really aren't best friends or in any way close friends at all.

It's not a "lie":
1) It's not as if it was clearly established NOT to be the case
2) Leaving something up to people's own imagination/interpretation is a fairly popular approach in story telling - it lets the viewer/player shape parts of the experience with their own imagination

Then when you're in the NMRI, she cuts off her comment about Reed. You can't say for sure what Reed was to her. She could have said she was my ... lover, girlfriend, crush, friend, etc. It's up for the player's interpretation, and it's my interpretation that she loved her beyond just friendship.
