Was Terry Akers evil or being controlled by the WAU?(Delta/Theta Spoilers)

One thing I was noticing is that Terry Akers was talking in a very ominious way in one voice log before he came to theta and it was only when he came to theta that they had seen what monstrousity he had become. However before he was put in the medical room he ambushed and killed a bunch of people. Could this have been the actions of the WAU controlling him though?

when people began to be evacuated from Delta, Terry refused, remaining alone at the base. as a result, he started using gel, gone crazy and began to worship WAU.

he was the only one who got to Theta because those people who came for him were killed by him or connected with WAU (it was a trap: he said he wanted to evacuate too).
it seems that when he was found, he was unconscious/was in a comatose state (or died and was revived? I don't remember), he was placed for examination, where he came to his senses and began to act.

I personally think Terry is very evil and was in full control of himself in the game.
