Why does the WAU turn people into monsters?

The WAU is still trying to "save humanity," so why doesn't it just help them launch the ARK?

Because the WAU doesn't think, it just acts. It doesn't know any better. It's a complex AI (it has to be to do everything it does), but its task is simple: Preserve life, in any way, shape or form. And its thought process is also simple. It's not aware of the ARK, it's not aware of Simon, it's not aware at all, it just does its job.

So does the WAU not control the monsters? Are the monsters just totally independent from the WAU? And also, is it explained why the monsters don't kill you, and give you a second chance? Or is it a game thing?

Yup, the WAU just creates those creatures (If it was better programmed, it wouldn't even try because you can't just create humans like that, but the WAU doesn't have the same definitions of humanity or living as us) and then "lets" them roam. It doesn't care what happens afterwards, as long as they stay alive.

Not sure I understand your second question. In the normal mode (not safe mode), they knock you out one or two times, and then if you don't heal, they kill you. Maybe you just never died?

You know how in the normal difficulty, if you are at full health and get hit, you don't die, your screen goes black, the monster goes away, and you are in the same spot with less health. Maybe I'm just overthinking it, I guess its just as simple as the monsters thinking they killed you but actually didn't.

Yeah, I mean that's definitely a gameplay thing first, but you can easily explain it like that. To those creatures, you don't move = you're dead.

The monsters are into structure gel Simon is partially made of and what holds him together. Their intention is not to kill you but rather feast on you.

And the monsters are also hold together by the structure gel so that's their motive to attack Simon.

They're not monsters, and the ARK doesn't help anything so there's no point launching it.
