AP is mostly all that TC is, same universe, but has quite a few additions such as new items or ships, and of course the new plots.
The most "complete and full" package of X3 will be Albion Prelude. It really comes down to taste, a lot of people like Terran Conflicts plots and missions better, and also find TC to be more challenging. However if you're just interested in having the most expanded content available, AP is "better" for that reason.
I like Albion Prelude better because of the cool new ships, some of the story quests in TC are a painfull grind, and the war sectors are more fun than more of the same.
Albion Prelude adds in more content, thus more to do via Trading and such.
I wouldn't really call AP "Combat Oriented only". There's War Sectors now, which cause new challenges for Traders, but don't elliminate the ability to setup trade networks or simply be a trader.
It certainly has more room for Combat, but I wouldn't be so harsh as to say it's only good for Combat.
You can also download a mod to turn off the War Sectors, in fact, and enjoy the entire game exactly the same as TC, but with the additional Content and new Plots.
