Report a translation problem
For example mine is the following;
C:\Games\Steam\SteamApps\common\X3 Terran Conflict
If you did not change the default Steam installation, yours is likely
C:\Program Files (x86)\Steam\SteamApps\common\X3 Terran Conflict
For the patch for the mod, you extract the zip file into the same location. After the patch, you'd then extract the hotfix into the same location.
Also, make sure you don't have the official bonus pack installed, when you install the mod. If you do merely go to your games library, click on X3 and there will be a section to the right with dlc listed and untick it. If you've done all this and you're still having issue's, you're going to have to be a bit more specific as to what exactly is happening when you launch the game.
If all else fails, you can try asking directly via the mod's forum posting http://forum.egosoft.com/viewtopic.php?t=293490 Also this post contains the latest version, so if you didn't get it from here, make sure it's not an older version. Informer's onedrive link is still up and running, in case you need the patch/hotfix, manual, or if you somehow got a version prior to 2.0 (the file on moddb.com for example is 1.2) It's linked in the mod author's OP.

When you say "work with Steam", what do you mean? Do you mean that you want the Steam Launcher to launc the X3TC with the X-Tended mod or that you just want to play your Steam-purchased copy of X3TC while running the X-Tended mod?
Those are two different things. :)
It's advisable to run X3TC outside of the Steam root folders if you're going to be modding the game. You can do this easily and even work it so the game runs through Steam as a "added" game. (Just runs through the launcher.) But, even then, it's probably advisable just to run it outside of Steam, since you may end up with savegame managing launchers and all that jazz. (Sort of like Skyrim, in that regard.)
So, set up an X3TC-Modded directory, somewhere, preferably outside of your "protected" Program folders, and copy the contents of the X3TC directory to it, then create a shortcut to the executable which you'll use to run the game. This is standard practice when running mods, since you don't have to end up troubleshooting Steam issues for a mod you've just installed and may be unfamiliar with.
Though, always follow the mod's specific instructions.
