Could be, it also appears you need a certain societal development, one I'm not sure which one to allow you to research them.
Yes, You need the tech (if I remember right there are 2: one for harvesting the threads and another for exploration.) Then you need a science ship and a scientist (WHO IS NOT ON THE COUNCIL). It will not let you use one on the council and that caught me up the first time because I couldn't figure out why I couldn't explore the rift.
I switched to a different scientist and "EUREKA!" it worked.

Yeah, as for me, I'm not sure which cultural development upgrade or value system enables the researching of the technology to even *detect* them in the first place.
Yeah, that's GOT to be along a trajectory I've sometimes stumbled on, and sometimes completely missed, maybe even a social development allows that physics research... beyond that; sorry... not even anything but the furthest from angry at anybody else; it has to be something *I* am doing wrong, in any rendition of the game, that I've done right in the past to even *find the opening to that physics research* to begin with... I'm not angry at you folks at all: this's pure internal locus of control and thus internal locus of responsibility... it is simply some decision I've made in the past that got it wrong somehow.
But *how*, that's another question altogether that's baffling me at present.
And to boot: I haven't the *foggiest* idea what type of civilization policy I'd have to use to even be able *to* research Astral Rifts in Physics; I know it is doable, in just about *any* version of the game, or was at least; but I'm not sure which one... I'm not mad at *anybody* here; simply well and thoroughly confused about what I missed, or kept on missing in the last few games.
I've got the DLC, and it is active to the best of my knowledge.
Also experiencing this problem, but in my case i conqured the rift from an enemy civ. This other civ was seemingly exploring this rift when i killed them. Yet there scientist remained exploring the rift (without progress) and blocks me from doing so
B) The Astral Harvesting technology will show up eventually in your research pool.
C) Keep expanding until you actually own a system with an Astral Scar (closed) or Astral Rift (open).
D) You will then get the Rift In Space situation. When it finishes, you will be able to research the Rift Sphere technology at any time.
E) Once you have the Rift Sphere technology, send a science ship led by any scientist not on your council to explore an Astral Rift within your borders - or to hang around an Astral Scar until it opens into an Astral Rift.
Yeah, that's NOT the problem I had; the game never allowed me to find the research option; simple as that- and it had to be some kind of choice I'd made in the gameplay.
The reason why what I said appears to be the case is in the past I'd never had the astral rift nor astral scar found at all, but in those previous games I'd been able to reseach the astral rifts- thing is: I never ever found any.
2) You need the "rift sphere" technology. An event should eventually occur that will unlock it.
