- Defense contractors - being at war without any mercenaries is in breach of law
- Be gestalt empire
- Gestalt empires cannot create mercenary enclaves.
- So if someone declares war on you, then ♥♥♥♥ you lol
But this isn't a Gestalt Consciousness-exclusive feature... and yeah, this is a feature, not an issue. There are plenty of extreme resolutions that favor one type of government and target opposing ethics: for instance, "Universal Prosperity Mandate" enforces 100% Worker political power and bans "unfair" living standards, while "Demobilization Initiative" basically makes any form of aggressive diplomacy illegal. These options are there for a reason, and it falls to you, the player, to push against decrees that don't mesh with your current build.
You can create enclaves as a machine gestalt with the "Tactical Algorithms" civic & you can still hire mercenary enclaves even if you can't create a enclave yourself.
You also have other options, like not allowing the resolution to pass to begin with or leaving the galactic community.
There are other resolutions in the galactic community that can't be meet with certain empire types, its up to the empire in question to either make sure such a resolution isn't passed or leave.
The galactic community can quite literately vote you into being declared a crisis (every other empire declares war on you), so it can sometimes be somewhat risky to ignore it.
I mean, you're telling me I can forcibly nominate another empire as the Custodian, but I can't nominate another empire for exemption?
