IN BREACH OF GALACTIC LAW!
I've got this popup and I cannot, for the life of me, figure out whats causing it. I've gone through all my planets and ships, but I cant find ANYTHING and the tooltip isnt helpful at all. Is there a way I can see what exactly is causing the issue?

If you mouse over yourself in the Galactic Assembly window you should see something about which laws you're in breach of.

Funny how broken that can be though.
- Defense contractors - being at war without any mercenaries is in breach of law
- Be gestalt empire
- Gestalt empires cannot create mercenary enclaves.
- So if someone declares war on you, then ♥♥♥♥ you lol

If you're a gestalt and have joined the Galactic Community, that's entirely on you to prevent. The Defense Privitisation branch is one of the few that I NEVER go down and fight against with every accumulated favour and every dirty trick in the book, up to and including declaring a Total War against whoever is the strongest supporter of such a thing. It just leaves a nasty taste in my mouth. Much the same way Uncle Dan used to.

You're the one who chose to begin playing as an entity that has difficulty understanding and doesn't integrate well with others, duh.
But this isn't a Gestalt Consciousness-exclusive feature... and yeah, this is a feature, not an issue. There are plenty of extreme resolutions that favor one type of government and target opposing ethics: for instance, "Universal Prosperity Mandate" enforces 100% Worker political power and bans "unfair" living standards, while "Demobilization Initiative" basically makes any form of aggressive diplomacy illegal. These options are there for a reason, and it falls to you, the player, to push against decrees that don't mesh with your current build.

You can create enclaves as a machine gestalt with the "Tactical Algorithms" civic & you can still hire mercenary enclaves even if you can't create a enclave yourself.

You also have other options, like not allowing the resolution to pass to begin with or leaving the galactic community.

There are other resolutions in the galactic community that can't be meet with certain empire types, its up to the empire in question to either make sure such a resolution isn't passed or leave.

The galactic community can quite literately vote you into being declared a crisis (every other empire declares war on you), so it can sometimes be somewhat risky to ignore it.

I suppose...though it's INCREDIBLY sup-optimal...you could always take the Politics Tradition as one of your last ones. You can make yourself exempt from breaching galactic law that way - and I'm still annoyed that it's a "Target Self Only" Resolution rather than a "Target" Resolution like every other targeted Resolution with the exception of Proclaim Galactic Imperium.

I mean, you're telling me I can forcibly nominate another empire as the Custodian, but I can't nominate another empire for exemption?

I know which law I'm in breach of, I just cant figure out where I'm in breach of it. As far as I can tell, all my systems have the buildings relevant to the law and I cant figure out whats causing the issue.

Buildings...ah, the Storm Exploitation branch. You'll also need to research the Storm Dampening Generators technology to protect your ships to avoid being in breach, as well as having some storm-related building on each planet/habitat.
