They do not. The entire feature only exists with the DLC enabled.

So this is clearly not like in CK3, where plagues happen regardless of having the DLC.
You also wrote that you're playing with an old savegame from before the DLC.
Which is almost always a guarantee to have your game collapse on itself.

If I could post screenshots it would be easy to prove, but I can't, and I don't use discord or any of the various other....discussion sites? I don't really get what they're for. I wouldn't have made the post if there was nothing odd going on. I don't understand how game development works, so maybe the code is patched in, but not meant to take effect until purchase. In that case, this could be a bug.
Anyway, there are no related options in the new game settings, so I'll just hop over to BG3 and play that for a while.
Reloaded the save and it didn't happen again. It was really strange though.

You do know that steam hosts screenshots right? Don't need to use an external service, just use the steam screenshot thing (F12 by default I think)
If you think you have a bug and want to report it, this is the wrong space. You want to drop it on the Paradox forums where it stands a chance of actually being picked up by the devs. Steam is more for whining, trolling, and (occasionally) getting gameplay/mod advice.
