But the effects are so small that it's essentially only worth it for very large empires.
that was good for very wide empires, since it notably reduced amount of pops working useless amenities jobs in total for your empire
now they are even better after recent rework
in my current run, i chose for resort world 21 size planet(and 100 years later i wish i chose size 25 planet)
with all bonuses it has 21+5=26 size
resort world has a -25% max districts penalty, so my planet has 19 max districts in total
i've built 19 new resort districts, they give me 38 resort workers jobs, +2 from main building, each giving -1% amenities usage empire wide(with some unity and trade value for spare)
that means i have -40% amenities usage for each one pop in my empire
-10% from ascension perk, -10% from hyper realys edict, -5% from GC resolution and -10% from ascension tradition
so my pops only use 0.25 amenities each, four times less amenities needed
all my amenities on all planets except ecus are now provided by politicians and capital building
and i have enough excess amenities for +20 pops happiness, which is useful too
i think thats very nice optimisation for pop jobs efficiency from one planet
not that useful for small tall empires i think though
It's a bit silly having a resort world in the orbit of a black hole, with the desiccated husk of a voidworm nest nearby...but silly does not mean bad, necessarily. Especially if I've forced-spawned a Here Be Dragons empire so that I can mostly offset the -25% Districts with its +20% plume.
It's either that or my penal colony, frankly, depending on how I'm feeling. Or if I'm xenophobic and the Factorator shows up.
