I'm supposed to get data on black holes. Not sure what to do here. I control a system with a black hole and built a station with a black hole observatory. Is that what I'm supposed to do?

Once you get that message, the quest (as in the in-game story) is complete and nothing further will occur. I build some habitats and stations for the knights around blackholes as a roleplaying thing, but it doesn't do anything further for the Knights Quest.

I think you need dark matter?
If it is the mcguffin you get from the temptress, you need to harvest dark matter (or buy it) and activate it on your order station's planetary decisions.
It has a upkeep cost though.
