Origin can be Syncretic Evolution to represent the sanctioned demi-humans like Ogryns, and to replace non-fitting Prosperous Unification which was anything but.

Imperial - Fanatic Militant, Materialist - Warrior Culture, Byzantine Bureaucracy... then add Feudal Society later when you start to expand and conquer.
