Opening as admin doesn't seem to be a thing on Mac computers.
Note: I was able to play before the hotfix.
Within the last hour it crashed and now when I start the game I'm also having the issue of being told the DLC is not available. I've tried both a complete reinstall and verifying the installed files. Neither resolved the issue.

Steam says I own the DLC. Your launcher says I own the DLC. The game does not think I own the DLC.
EDIT: So, what ultimately worked after all of that was uninstalling Stellaris, then going to the Documents folder and deleting the C:\Users\PC\Documents\Paradox Interactive\Stellaris folder. Keep in mind that this is after unsubscribing to all mods.
EDIT 2: And... restarting the game a second time causes the problem to return.
EDIT 3: sabbeL69's solution of clearing your Steam download cache seems to work, but again, only for a single launch. The second launch causes the issue to return. (Steam, Settings, Downloads, Clear Download Cache.)
Shows DLC in launcher, but not in game.
Win 10 / no mods.
I have tried uninstalling, clearing my download cache in Steam, restarting Steam, and then reinstalling to no effect.
The launcher and Steam application claim that I own the DLC. The new in-game "Additional Content" browser also claims that I own the DLC, but the game itself behaves as though I do not. I have tried disabling the DLC (and Galactic Paragons, just to see) in the launcher before launching; the Astral Planes DLC consistently behaves as described and the Galactic Paragons DLC behaves normally. All other DLCs are behaving normally.
I did some digging into DLC metadata (<install-root>/dlc_metadata/dlc_info.txt) and found some interesting markup:

If this logic was incorporated elsewhere, this supports some earlier observations where people who bought Galactic Paragons were sometimes able to play the Astral Planes DLC when they couldn't before. I tried editing the Steam ID in the metadata file to match the actual Steam ID for the Astral Planes DLC (2534090), but that didn't do anything to change how the game processed the DLC. Verifying the game files again re-downloaded the DLC metadata file and returned it to the above state. I'm not sure if this metadata file is actually used for anything, but it indicates a possible version control issue since this metadata file was clearly a pre-production version of the file.
At this point, I don't think there's anything more I can do to attempt to resolve this issue without a patch from Paradox.
Currently running the File Verification process. Then will restart Steam, and if it doesn't work ... I may just ask Steam for a refund on that DLC. Why pay for something you cannot use, after all?
