Yep, that's what I'm talking about. It's a soft cap with penalties once you cross it. I'm looking for a list of ways the soft cap can be raised.
I just realised the confusion. I originally said leader level cap when I meant to say leader limit cap. I've changed the name of the thread accordingly. Sorry for the confusion.

and adjust the number to your liking

I hear there are certain buildings as well. Anyone know which ones and what techs etc to unlock them?

I tried this, changing the value to 10. When I tried loading my last save game, Stellaris crashed. I tried starting a new game, and it crashed as well. When I validated the files, there was one file that failed validation, and I'm assuming it was the defines.txt file. It is possible that the fields in the file are fixed-length fields, so perhaps I should have deleted the number 6 plus a space in front of it before making it a 10, but I haven't had time to try that yet.

game doesn't crash (edited with notepad++) also i changed the file alot for my gameplay style
One Tech i remember was:
The Collective Self:
Leader Capacity +1
External Leader Pool Size +1
Leader Upkeep -10%
Nice Society tech with +1 and -10% less upkeep that is nice, and early-mid game (depends on own settings/tech values/research modifiers) 9k cost or whatever baseline those had. I had some empire size penalties so don't remember fully lol
I ended up with about 20, with about 15 admirals for some of my 40 or something fleets (lategame) and checked how much it cost to upkeep
It's like, 200 unity.
I was producing something like 3000 unity.
