That said, not sure if you can get it to 11. On the other hand, its not a cap, you can go over it, it just costs more and reduces their experience gain.
Again, what is stopping you?
1. The limit can be increased.
2. Its not a hard cap. You can have more then the limit, its just more expensive.
No, OP is right. It's bad, a solution to a problem that didn't exist. Leaders were already balanced fine through their unity cost.
Your post literally has nothing to do with the topic. Maybe you should read more than just the headline.
All the leaders can get those traits it seems (Like the leader has a side job and it pulls in a small amount of resources for your empire, its a tad weird, can be very useful early game though).
Not sure how i feel about them.

Yeah I'm still learning it. I didn't notice they have two traits.
One thing though, this will slow expansion since AI can't spam 20 science ships. I think that's a good thing because it will allow more exploration.
Most people don't like major change however it's an odd business model for the game
Every time there's a big one I'm like, man this is weird. But I always get used to it.
Adapting to changes fast, and loving the leader related stuff. Yeah, people will/should change their start a bit, but the change is not always a bad thing. We did same thing for ages. Well i only months and not years like some lol..
Mixing things up a bit is just good. And so far enjoying the fresh feeling of pretty much everything.
But in Stellaris I haven't bought any DLC since Utopia and Apocalypse. But every couple of month a new update is comming and it changes the gameplay every time. And now I don't accept this any longer. And so I have deinstalled the game.
But If you like that behaviour, have fun with this game.
I have noticed there's like a one or two pixel area to get the description of the research topic in tech
