Report a translation problem
Because allowed = same chance like the premade empires, which is very low. The game will always prefer random empires otherwise.
I only play with custom empires, but i also have a list of like 50 empires. Even if i disable 30 of them, i literally never see random or premade empires.
Only exception are the pre-FTLs which are an absolute pest since 3.7. Some of them spawn regardless as galaxy features (like the Humans if you don't play Human yourself)

I have all DLCs. I have already verified the game cache.
Prosp. unification is fine for most of them, but if you choose some unique origin for multiple empires, only one of them will spawn.

Edit : didn't work. All my empires have specific names and they never appear. Only the default ones populate the galaxy.
Every unique Origin must be present only once.
The last 2 empires have the same starting Origin which is among the very few which can be acceptable to spawn multiple empires. Also, both of those empires have the starting system set to random.

16 AI empires have been spawning alongside my own, which makes it 17 custom empires.
Remember, if you set Fallen empires or Marauders to a certain number, you have to increase the AI empire size as well.
On the picture there are zero Fallen and Marauder empires, because I turned them off before game start.
If I wanted like 1 Fallen empire with all of my custom empires, I had to set the number of AI empires to 17 instead of 16.
In Observer mode your custom empires are always the first on the list, so you have easy time checking which empires were unable to spawn.
