Yes! PC Gamepass and Steam users can play multiplayer together. In order to be able to connect, Steam users need to opt-in to the Stellaris_test branch.
Right click Stellaris, go to properties > betas tab, and pick stellaris_test from the drop down. Hope this helps.
The Xbox game pass version of the game doesn't even show the steam mp hosts. We also tried to direct join, but then the game said: Also I have both the steam and the game pass versions. So after that I checked it on steam, an I didn't see the game pass hosts. And the stellaris test version is not the same as the xbox game pass version of stellaris (2.7.1 and the test is 2.7.2).
The stellaris_test branch isn't being used for crossplay right now. It's being used for 2.7.2 beta so the crossplay branch is the correct branch for steam users to use for crossplay.

And if a Steam player opts in for this "TEST/BETA" build so he can play with an Xbox Game-Pass player, is it going to screw up his being able to connect to other Steam players?
Is MicroSoft hosting it's own Stellaris servers? is that what causes this to not work PC to PC?
