Gateway tech not appearing?

Almost 400 years into a game and I've been on repeatables for a long time now and no gateway tech has shown up yet? I've had this happen before but it didn't take this long? Is it a bug or some kind of policy that prevents it from showing up?

Out of 4000 hours that did happen to me a few times ruining my mood.
I found keeping Gateway percentage (or whatever it's called ) at default 100% seems to prevent gateway from NOT spawning. Not sure why any decrease would end up not spawning at all.

One of your ships needs to visit a system with a gateway (L- or regular), so you get the pop-up about the first gateway encounter. Otherwise the tech cannot appear.

After reading this I went and visited an L-Gate but didn't offer any new research for me even after waiting for a few decades.

The l-gate check was bugged a while ago, don't know whether it has been fixed or not. Sounds like it wasn't.

If you can't get it to work and are not playing on Ironman, you can use this console comand to add the tech as a research option (while having nothing selected):

effect add_research_option = tech_gateway_activation 

Or, if you want to be fair, give it to all normal empires in the galaxy via:

effect every_country = { limit = { is_country_type = default } add_research_option = tech_gateway_activation }

L-gate will only give the pop up for L-gates, not the one for regular gateways. If you disabled gateways in galaxy creation you'd either have to use the console or wait for an Awakened Empire to build one.

Had one game like that, even though I captured gateways from the AI I finished the game with several repeteable techs without ever making my own gates.
