Offensive armies got way bigger upkeep in 2.0 so yea 1 EC is normal for Assault-Armies, different then fleets in anchorage at a starbase the upkeep for offensive armies doesnt reduce no matter if they are at home, in space or occupying an enemy planet.
Sounds correct.
They are just taking back weakened systems - small effort, why should they feel "exhausted" by doing so?
While you? You are going around attacking, losing costly ships(and, presumably, people) for limited gains (if they are taking back the systems, what are you gaining exactly?)
You want them to feel war exhaustion? Start destroying their fleets and/or planets.
Also, try to limit your own losses.
Actually taking their planets does afaik nothing for war exhaustion anymore but you get a very sharp malus for their willingness to accept surrender (accept your wargoals) as long as you don't have all systems and colonies you have claims on under military control instead.
This change makes no sense. When in war in real life, places of production are ALWAYS the first targets.
And why can't you simply destroy enemy outposts? Because they cost influence, A LOT, and you can't just fortify every outpost and they're not particularly strong by themselves. So in a few months of war you could completely obliterate YEARS of influence.
