"Sign of the Visitor" Situation bugged

Got a event after interacting with the Shroud Enclave asking if I wanted to take in some reformists. After doing so, the Shroud Enclave told me they were angry at me and I got a negative event on my of my worlds that made it permanently stinky.
But now the "Sign of the Visitor" situation is stuck a 20/100 and I can't do anything more about it.

In the past, I managed to resolve that problem by changing my "Diplomatic Stance" to "Cooperative" in the policies menu.

Been having the same issue (except mine was at 0.0 progression from the start). This didn't work for me, and I'm on ironman for mine, so am I out of luck for this bug? :(

So this just happened to me and I notice that when I scroll up and down on that panel on the right with the situation at the top and the planets, while it's scrolling the pause symbol flashes on the situation but vanishes when the panel stops moving. You know, 2 side by side rectangles. So apparently it's paused. Does anyone know how to unpause a situation?
