World shaper can be done with any world and only costs energy.
world shaper gives you a one time energy cost for terraforming a planet into a gaia world, simple and easy.
I'm playing a run with Idyllic Bloom right now, and I have to agree: it's pretty much worse than world shaper. I'll need lithoids to rush gas at the start, but then the hefty energy cost and upkeep means I'll still need to build up energy income--negating the whole point of rushing. That, and I'll have to get lithoids--which already get a huge habitability bonus by default.
And even when I do rush the buildings, I'll still need to unlock the terraforming and spend 2k-5k energy to terraform yellow/red planets into my preferred type. That means I'll have to spend even more energy
the only upside i can think of is that I trade one civic slot to free up one ascension perk. and if i go psychic and roll the chosen one, i can eventually get that civic slot slot back.
The only real advantages Idyllic bloom has over world shaper is that you'll be able to do it really early (Without completing any unity trees or techs) and without investing an ascension perk. It does take a building slot (you get the building slot back once you finish the 4th stage and complete the terraform to gaia)
Terraforming in general is super weak due to how late you get the tech/perks, how expensive it is to do, how long it takes and because you can get alternatives (different species via migration or conquest, or robots) way sooner and way easier.
Gaia worlds arent very strong and havent been in a long time. While its great finding one in the early game, its not worth the resource investment and opportunity cost of creating them. (unless its with Baol Relic)
If Idyllic Bloom didnt have a main world preference requirement, it would be a good Civic.
Also, in order to get Gaia upgrades early you have to pick Lithoids as main or secondary to get early access to Gas. That means you also get +50% habitability which makes the Gaia upgrade even less valuable.
That said, the Ascension Perk for Gaia Worlds is weak too. (its Tech requirement takes far too long too obtain) While the Machine/Hive variant is very strong, I would never pick this outside of pure roleplaying reasons.
