That stopped being a thing when sectors that governed themselves stopped being a thing.
Once sector stockpiles stopped being a thing, sector construction ships also stopped being a thing. I think it was 2.0, but it could have been earlier.
Actually it was even better, the sector handled building the construction ship(s) as well. You just checked the box to allow space construction in the sector settings and it literally did everything.
Definitely wasn't earlier as it's in 1.9, may have been 2.0 may have been later.

The second one is slightly cheaty in that it doesn't require construction ships, but idk if the first one is up to date
Edit: Just great. Stellaris can call itself the ♥♥♥♥ upgrade but we cannot refer to it that way.
On that regard the developers likely wanted to have players using less auto buildy stuff when the option was around.
