Its not. I specifically requested that civic for my Fanatic Purifiers that I've had since I started playing. They evolved on a Tomb World orbiting a Black Hole and came to worship the black hole as Death incarnate. They do the same for other black holes. They view robots as a sort of "undead" and synths/synth ascension as "holy undead." Their religion tells them they are meant to be the to entire space-faring civilizations what the Grim Reaper is to individuals, hence the Fanatic Purifier civic.
Basically, imagine the Necrons from 40k if they were religious and evolved around a black hole instead of a dying star. Then sprinkle in some Death Cult flavor with a literal worship of death and synthetic life as a kind of undead existence that is "holy" simply because you are no longer flesh and bone.
In terms of mechanics, it gives you the black hole worship, your pops use fewer amenities (I think that is still there) and priests produce physics research instead of society.

The empire is base around getting galactic gateways unlocks as fast as possible.
i have got a few other mods added that change planet type and background art so when you load it you will need to change this but otherwise it should work.
if you also include Planetary Diversity mod you can also start with a rogue world and a black-hole in your starting system.

I also use it for Cthulhu cults, because those are generally nihilistic. Basically any religious empire that has a Lovecraftian bent is usually good to use RP wise. In terms of meta-gaming, you'll want to combo it with a Charismatic species that are Natural Physicists and their empire is Fanatic Spiritualists. With this build you will likely never have to worry about amenities so long as you build temples on every planet, your physics research will fly, and your unity will be respectable with little effort or resources devoted to it.
