Ancient caretakers (machine empire) FE will never declare war on you.
beyond refusing a demand(or awakening) the only two that can declare war are the spiritualists and the machine empire but those are very specific triggers
Yeah, FEs will be more hesitant to declare war on you if you're stronger than them.
Except the xenophobe ones, I've noticed they tend to declare war as soon as possible even if you kicked their asses in a previous war.

ofc you can do it, if you want to build new cruisers and have excess influence.
*unless* you think you can kill even one of their ships. Im not saying win a battle. Im saying if you can kill literally just one ship, it might be worth losing their whole fleet, because you can then analyze the debris with a science ship and get insane techs
