Fallen Empire declared war, but why?
A buddy that I was trying to play with had a fallen empire declare with him. Under what circumstances do they declare war with you, and do you generally get a notification before hand to fix the problem?

Depends on the type of FE. Xenophobes will declare war on you if you build a starbase in a system bordering them. Spiritualists will declare war if you settle a holy world (Gaia world with the holy world planet modifier). FEs can also offer requests, and if enough of them are refused to drop their opinion of you sufficiently, they may declare war. They'll also declare war if you insult them or declare them a rival. The xenophobe and spiritualist FEs will also send a request before declaring war that you abandon your starbase/colony, and if you accept they will not declare war.

Ancient caretakers (machine empire) FE will never declare war on you.

if their opinion of you is -100 they'll send a demand, if you refuse said demand they will declare war.

beyond refusing a demand(or awakening) the only two that can declare war are the spiritualists and the machine empire but those are very specific triggers

i have settled a holy war and they still have not declared war on me but then gain i'm stronger then them

Yeah, FEs will be more hesitant to declare war on you if you're stronger than them.

Except the xenophobe ones, I've noticed they tend to declare war as soon as possible even if you kicked their asses in a previous war.

I see. I would not mind one of you jumping into the saved MP game and taking their seat to see what you can discover. We are both very new at the game, and we have just unlocked cruisers, so I do not want to have him abandon the game and have us starr a brand new one.
I tried poking around myself, and I think he may have insulted them before hand. I do not think he realized that was a fallen empire

You can surrender against Fallen Empires without losing the game, or even any systems. It will give a heavy penalty to influence gain for the next 10 year and depending on which FE it is, they might kill your ruler leader. But otherwise its not a big deal.

if you just unlocked cruisers it's not right time to aggro FE.

ofc you can do it, if you want to build new cruisers and have excess influence.

He can just surrender. I think they assassinate your president/queen/warlord/leader and leave you "humiliated" which reduces your influence and something else (diplo weight or happiness maybe?) for like 10 years but overall its not a huge deal. Id reccomend surrendering asap before he gets wrecked.

*unless* you think you can kill even one of their ships. Im not saying win a battle. Im saying if you can kill literally just one ship, it might be worth losing their whole fleet, because you can then analyze the debris with a science ship and get insane techs

Killing even 1 of their ships isnt going to be possible at that point of the game.

to actually get FE technology you must have t5 technology by moment of debris research.
