TL:DR There isn't actually any nomadic empires it is all pure flavor text.
Khan is nothing like a Purifier. You just surrender to them and not lose anything, then afterward defeat the small nations/marauder they become.
Khan requires no war declaration to attack, however Purifiers do. There is no universal opinion malus like Purifiers (barring if your a Purifier/Genocidal), and the Khan is Fanatic Militarist, not Fanatic Xenophobe.
Also you can do diplomacy with the Khan, and it’s successor (if you get that outcome) is pretty friendly.
You basically do whatever you want whiles everyone else dies at the hands of the Khan.
