any processor is 5-10% of performance + \ -. In 300 years, everything will still work slowly.

i9-9900k + RTX 2080 here + 32 gig ram, i run endgame with no fps drops.
You need a much better CPU. Altho it doesnt matter as much for Stellaris, your GPU also could do with an upgrade.
It's hard to buy anything these days.
get some slow downs in mods
the gfx part in an intel cpu will probably run it fine as well
Intel graphics are going to have some slowdowns/glitches.
Stellaris is not - And has never been a "single core" game. That being said both AMD and Intel are great options at this point for low-core count needs.
