mostly this is fanatic pacifict only perks.
for habitats, you can build one per system at time.
but you may build multiple habitats in multiple different systems.
if you want to play tall, do not make habitats or pick planets below 21 size if you can't forcebly resettle pops.
if you can resettle, well, you can pick any planets, and just resettle all pops if managed to get better planet or ringworld.
I had 3 habitats in my main system once and multiple in other systems - sure one has to build one after another (I think) but you can have a lot of them which adds a vast ammount of energy production (and a decent ammount of everything els)
1 habitat I have generates 130 power & I have 4 that generate 40+ to every kind of research each. You can also just build one for minerals and oonly put droids on it for 100+ minerals.
I think they are pretty worth it for my play style.
they have quite powerfull labs, that provide 3 of each tech without any resources, and with perk you can have 14 such labs per habitat
42 of each tech base gain, if you take in account 5% penalty to research, as long as your research below 840, making habitat is good plan.
if you already have more then 840 research, full habitat will provide you will less bonus, then penalty, but this only if you have no bonuses to production.
