(SOLVED) Housing Crisis
So I have a planet that only has a maximum of 2 city districts. I had the misfortune of getting a permanent +200% pop growth modifier on THIS planet and not one of my 8 others. This planet ALSO has a pre-sapient species with 3 pops that I still can't uplift because I haven't got lucky to get any of the research options needed.

There are also 6 blockers that I can't do anything about because they all require research that I haven't been able to get yet either. However, even if I could clear all those blockers, I'm still capped at only 2 city districts, because there simply are no more city slots on this planet at all. Seems weird to me that it's even possible to have a cap of 2 city districts, as that seems to be the only reasonable way to get housing?

I've tried building Luxury Residences... but those only give 3 housing (?!?) for some reason, which can't even make up for the 5 pops needed to unlock a new building anyway, much less all the other pops I'd need to fill the other jobs (not to mention that building more Luxury Residences would mean I'd lose tons of specialist jobs too).

I just finished the Planetary Capital upgrade research, but I need 40 pops to even be able to build it, and right now my housing and jobs are both capped at 36 (3 of the houses are used by the pre-sapients who can't work), and I see no way possible to increase either of these by much, unless I swap out almost all of my specialist jobs for clerks (by building more commercial zones & luxury housing), and if I did that, the planet would give almost no benefit to my economy at all (probably more upkeep than gain).

I'm pretty new to the game so I might be missing something? What do you recommend? Is there a way to fix this later with certain research or ascension perks? Are there significantly better buildings for housing I could unlock? Is there any way to actually increase the number of city districts, since it's locked in to 2 slots? Even if I got the Mastery of Nature ascension perk, it says you can permanently increase the total districts, but it doesn't say anything about specific district types, right? Would I just have to wait until I can eventually turn the planet into an Ecumenopolis or something?

I just feel at a loss of what do to with this planet, especially since it grows literally 3x faster than all my other planets, and it's the only one anywhere near housing or job cap. Seems like the only thing I can do for now is send all new pops to other planets? But I've been trying to keep Forced Resettlement off to please my Freethought Forum faction, which is comprised of almost 40% of my empire, as I'm always low on influence (plus it's how I'm building this empire anyway... Free Haven Beacon of Liberty Moral Democracy lol).

NOTE: I have almost all the expansions, but no mods yet.

AFAIK there is no restriction on the amount of housing districts, just total districts. So just change an energy/mineral/agri district into a housing district?

on the off chance that every tile is blocked by a blocker so you can have a max of 2 districts (sounds wierd) you can resettle pops to other worlds.

OH... I thought the available district slots available were fixed and assigned on planet creation.

It only showed 2 slots. But I just told it to change a farming district into a city district, and apparently it works!

correct, housing districts is only limited by the maximum number of districts. so if you're using any for one of the other three district types it'll remove one of the open city districts

There is also luxury housing and paradise domes in city slots you can build.

My micromanagement is I try to ensure is a little bit more housing than jobs. So when I get that unemployment notice, I see it is almost full, then enable the stop planetary growth decision if accessible. I belive a policy needs to be set to allowed to have that decision. I give a building upgrade or something to remove the unemployment flag. This way the planet stops growth at one or two free job/housing.

If I miss that point and it is overpopulated, I stop growth anyways and manually migrate somebody out.

If a planet goes over the housing (or job) limit it's mostly just going to push emigration to your other planets. The pop growth on that planet eventually all turns into immigration for your other planets, so you still benefit from the growth and don't have to deal with resettling. You might need to build an extra crime reduction building to keep it stable.

kinda, once the number of homeless pops reaches some arbitrary limit, all growth will stop, this works for a time, but you will still need to mirco some pops away every now and then to avoid this
