Unemployment With open jobs
I've noticed that in the update, sometimes I will have a planet with several open jobs, and an unemployed pop(usually an immigrant). There are open technician and farmer jobs, but the immigrant refuses to work them because he shows up under specialist, or administrator, even though there are no specialist or administrator jobs. Does anyone know how to fix this, is it a game bug, or is there some way to prevent this from happening?

The immigrant was a specialist on her world, she moved into the same class on yours. She will demote in 5 years base time, or you have to make a new specialist opening for her.

There is a tradition perk that halves the time to change strata. It's the pop bveing stubborn about being demoted

Pops like to go up in strata but hate going down. Workers will promote to specialist as soon as possible, while specialist will take a while to demote. Harmony can halve that time.

A good solution would be to move that pop to a planet with a free specialist job opening, or where you're about to open a specialist strata job, like right before creating metalurgist jobs. That way you don't need to wait for them to demote.

its so funny. Now I feel like I'm an unemployment specialist and helping people find the job that is right for them.

Yeah you're going to want to turn that "Forced Relocation" option ON. It's for their own good ...

It's actually rather silly how bad it gets later in the game. It's to the point where I'm fairly certain new population is spawning as specialist instead of worker. I mean, seriously, these pops are all of my primary species, and they haven't spread to the rest of the galaxy. Exactly where could they be coming from in order to get specialist somewhere else? They're even stacking up, every single planet in my empire having specialist 'unemployed'. What, are they all just doing ring-around-the-rosie?

They slowly "demote" to lower strata, and take over the open jobs. Happens when immigrants, or newly built robots are better at specialist job, than the current ones, or if specialist pop. immigrates.

Shared burdens living standard can solve it permanently. Since it will allow them to switch down really fast.

Other than that the only thing you can do is wait, or create new jobs for them, or resettle them, if you can to planet where there are those kind of jobs, or will be soon.

*insert image of Grakthar, Undisputed Ruler of Planet Dokta, Commander of the Burning Legion, very slowly and carefully asking "Do. You. Want. Foskian. Fries. With. That."*

This mechanic is at it's least sensible when you've got "unemployed" ruler caste. : /
