Stellaris is a Sandbox Grand Strategy/Empire building game where you create an empire to expand your territory, interact with other empires, and maybe even win a game.
Do you like giving orders to individual members of a fleet and coordinate attacks while a battle rages on? Go with Homeworld.
Do you like creating an empire and helping it expand and survive within a politically imperfect galaxy? Go with Stellaris.
this game is much closer to a civ5 style game and you'll likely get a lot of hours out of it.
i mean honestly id say get both and just skip some dlc for this game if you are on a budget.
I just bought Homeworld Remastered Collection because I like RTS and sci-fi. Of course I have 320+ hours into Stellaris... I recommend Stellaris. Haven’t tried Homeworld just yet.
No don’t get any of that TBS stuff unless its Total War-style

Depends if someone wants action and micro-management or not. Also there is Battlefleet Gothic.
