factions are not supposed to reach 100%, most of them dont even reach 70%, if its over 60 then dont worry much as going higher gives no extra benefit
Once I got the Militarist faction to 93%
militarist is also really hard to do it with cause you need to constantly take planets in wars, constantly have 3 rivals, have a vassal, and kill a leviathan every handful of years (which quickly runs out). it makes sense to have many considering that all of them are temporary

I don’t know but once I got a faction to 97% (think it was Xenophile), and it is possible to get a faction to 100% via Fanatic Purifier faction.
I started the game with 100% FP faction happiness but then met my first xenos and it went down.
the only way that could have happened is mods (or the system changing massively between 2.0 and 2.1 and the wiki is still out of date)
