I tend to lose interest in my playthroughs as the mid game rolls to an end... XD
Don't mean to necro, but this is not actually true. The tooltip on your research showing the +10% bonus to engineering only shows the boost to your 5 ENG base, yes. However, if you actually check on your planets, it shows +10% to all your tile engineering as well. I got the event fairly early when I only had 24 ENG research points, and it boosted me to 27. It will give you +10% to all output, but the tooltip is a bit misleading.
