The Horde doesn't seem to 'stop' per se and keep doing what they're doing. But the death of the Khan does begin a countdown to when the Horde ends.
I think the worst case scenario (from a regular empire perspective) is if they form a Khanate. Best case they fracture into multiple tiny states that fight each other and are easy to mop up. I don't know of other outcomes.
I defeated the Khan in battle, but he just spawns in another ♥♥♥♥♥♥♥ fleet so you obviously have to defeat him twice to kill him in battle. Usually, I get the assassinated Khan message pretty much as soon as they get momentum.
However, I've been holding out against these guys for about 2 decades now. What is weird is they seem to have a literal infinite amount of fleets worth 23K each.
To put in perspective, I have two fleets worth just over 12K. I can defeat one 23K fleet with ease, it's just the amount of them and the Khan's fleet power that is ridiculous.
I know it's supposed to be a survival thing, but having to defeat the Khan twice and giving the horde unlimited fleets is just retarded.
Also their fleets are moving around like wolf-packs now due to the fact that they've reached a choke-point in my empire..... I'm so screwed ;-;
UPDATE: He died of natural causes after a reign of thirty years. Is that normal?
