Can't colonize outside borders?

I recently came back to Stellaris after seeing the new update and regaining interest, but I seem to be stuck because I can't colonize planets outside my borders. When I hover over a green sphere planet (or any other colonizable planet for that matter), it says "Can only colonize planets inside our borders." I tried this with a custom race I made, so I originally thought it was an issue with the race or something. However, I've since tried a few different races, all with no luck.

nope build first a outpost (100 minerals) then a colony.
or just go back to 1.9.1 choose is yours

With the new update, you need to expand your borders by building starbases in systems you wish yo claim (they're fairly cheap and have no upkeep cost).
If you want to colonize a planet, buld a starbase in that system and then colonize away!

they have a upkeep you pay in 10% research upkeep + planet so they cost a LOT

recently back to the game myself. Can't fathom the reasoning behind this choice. Every time I play up to the point where I can colonize a new planet, I run into this silly game mechanic, and quit again. I hate it. Is there a mod that removes the need for outposts?

Probably, tho it might be easier to roll back to a previous version if you dislike a core aspect of the current version that much.
