Its a finite resource.
It can give 10% research point for 60 months at cost of 5 minor artifact.
Remember you can get this by excavation. And its finite.
And the excavation are spread across galaxy.
Good luck finding 40 minor artifact in single gameplay with a lot of ai.
You have to play wide for this, or having allies Starbase.
For the reverse engineering bonuses, they can actually be really nice. It often gives a lump sum of science points or a small reaserch bonus, but it can also give a single use of a fallen empire building, which can be say, 250 energy per month for free. If you have access to the rubricator, you are going to want to hit that button on cooldown.
The “military/peaceful applications” buffs are minor 10% boosts to some factor, and aren’t really worth it.
Usually if you don’t have a renewable source of them, you want to try and get 50 for that precursor project, since its the most reliable long term payoff.
Also, while most of them come from archeology, there are a few events and such that can give you small amounts, so while you don’t gain much over the course of the game, you do usually get enough to reach 50 eventually.
