If you're following the "next" button you'll have to go back some because government civics are near the bottom.
Syncretic evolution allows you to make a second race that is 10% happier, 10% better at farming and mining but -25% worse at research and energy. By default but you can apply more traits like slow learners and fleeting (since they usually wont be leaders) and give them industrious, strong etc
A fair warning though is that growth is cut in half on planets with those growing populations. In the end it doesnt seem like that big a deal but if it takes say 3 years for someone to grow a pop and 6 years for you to get 2 at once, you're missing out on 3 years of bonus production. Early game that could mean like 250+ minerals/energy or like almost 100 unity etc
