a) press F1
b) choose slider demographics
c) click on a race in the upper left
d) now you can use your civic points
It doesnt cost influence.
Or click on your flag in the corner, hit reform government, add civic, and scroll down to the bottom to click “reform”
you're wrong. there's one technology that adds a 3rd civic point (on top of the 2 you spent when creating the government before start of the game). you have to reform the government to add a 3rd civic. no other way to use that point.
the pop modification points (gene modding/robo modding) you described are separate from that.
