You can submit support request to the Gearbox online support system[gearboxsoftware.zendesk.com] and attach the output log and the computer specs to the request.
Let me know if you need help finding the information.
Edit: For info I have done everything Steam support suggests: Validate Integrity of files, run as admin, delete appcache folder and restart.

I have encountered similar behaviour with other games as well in the past - do we have to reinstall a specific driver package? That, plus a system restart, solved the issue the last time I had it.
My system:
win7 ultimate 64bit
mainboard: gigabyte h97-d3h
cpu: i5-4790 @3.5 Ghz
RAM: 12GB
Directx11
GPU: nvidia GTX 960
I checked for use of the integrated gpu (negative), manually installed newest drivers (because geforce experience is... sub-optimal for clean driver installation), restarted, verified the game cache, No change so far.
What is the name of the executable in your Deserts of Kharak folder? It should be DesertsOfKharak64.exe, for your 64-bit system.
Also, Can you right-click and get properties on this file:
Deserts of Kharak/Data/Mono/mono.dll
It should be 2,609,112 bytes.
If those spot-checks don't reveal anything then you could try a full Steam uninstall / reinstall, but would be nice to avoid waiting for the download. :-P
I cannot find the out/backup folder though, or anything that looks like a save file.
I will perform a fresh download overnight - after that I will post the results.

in module KERNELBASE.dll at 0033:fd7fb16d.
