So I guess for now and until there is a strong demand (if ever), we won't be getting modding tools. However, since this is a Unity game, DLL hacking and asset replacement is totally doable. It has been done before with other Unity games (and modding was done like this in the good old days anyway).
Does anybody know if there is a forum, thread or community anywhere out there dedicated to reverse engineering this game for the sake of modding? Every journey starts with a single step, so if anyone has done any work at all in this regard, come forward please. Let's get our greasy fingers in this engine.
There is a route to modding, possibly.
https://github.com/ata4/disunity can be used for extracting and replacing assets
https://github.com/icsharpcode/ILSpy can be used to decompile the DLLs (Assembly-CSharp.dll is where the game code is supposed to live).
