No. of weps person has maxed out to 20. I've 25 as that's all weps you can max out and a max number.

The COG wheel relates to number of unlocks/customiztions they have on their primary weapon.

Since there are multiple wrong answers here I thought I'd clear it up for anyone still wondering about this: it's the total number of badges you have. To verify my answer: go to your profile, click on badges, and you'll see the same icon and number in the top right of the screen together with the title "total badges".

That is correct pal. Each weapon, class and vehicle has 5 tiers.

I think this almost 100% it, on the badges page it uses the same symbol in the top right and mentions the total number of badges right next to it. The only thing throwing me off is that on the badges page it says I have 38 badges, but on the card it's 37. Likely just a bug,

Thank you. Its confusing to me that they have two different numbers for "Badges xx/57" and then "Total Badges ⚙️8"

I will note that going to your profile, it will show the badges from each individual weapon or class. For example, you could earn 5 badges from the assault class if you completed all the assignments, but it will only show as one when you view it in your profile. Basically, the bronze badges is what's represented in your profile whereas the number on your player card shows total badges.
