You can try capturing it again and also try publishing it from the in-game BP pages instead of right after the capture, and you could as well try rebooting your router, restarting steam and making sure that nothing else is using the connection in the meantime - system updates may run in the background and hog the connection or other resources while the computer is apparently idle.
Another test could be capturing only half of the build and try to publish it, then capture the other half and try to publish it (it's a wild guess, but if it's something _in_ the build itself that is causing the problem, such an A/B test splitting the build in half during the capture may help narrowing down where the problem could lie)
Another thing to check is that Creativerse is whitelisted in all of the security programs - I googled for that error and in some cases the antivirus was intercepting the connection and cutting it due to the contents of the comm itself (go figure what kind of filter it could have triggered in such a case).
The best way to whitelist the game is to whitelist both the entire installation folder (the "steamapps\common\creativerse" one, which you can find from the game properties selecting "Browse local files") and the caches folder just in case (which is "%appdata%\..\LocalLow\Playfulcorp\Creativerse" )

Please complete the steps below to refresh your configuration files for Steam:
Exit Steam.
For Windows, open the Run command by pressing the Windows Key + R and type steam://flushconfig then press Enter.
For Mac, open the Network window by pressing Command + K and type steam://flushconfig then press Enter.
For Linux, open Terminal and type steam --reset
If prompted by Steam to reset your configuration, please click 'OK' to confirm.
Once done, restart your computer, login to Steam, and re-test the issue.
If you have multiple installation folders for games, doing this process will remove them. You will need to re-add the folders in Steam so that your games will appear as installed.
If the issue persists, make sure your network is optimized for Steam:

From what I could understand of this command from Steam is forcing to update the folders and caches of the program.
When performing the task, it was necessary to login / log off, restart the pc, make the downloads proposed in the Downloads section and be patient
