/promote <permission level>
/promote admin
after entering the above command it should bring up a list of people to set that level of permission to, a individual can only set permissions of a person as high as they currently (except owner, there can be only one)
a person cannot kick/ban/unban etc.. a person of their level or higher...ie I could if I was a admin not kick/ban/unban/mute etc... another admin
depending on the level some users may not even have access to these commands.

For example: "/promote admin" or "/promote mod" brings up a list in game, and you just click the player name (must be online at the time)
In the future, try not to necro an old thread and post a new comment instead.
You can also use the Player Menu from in world by hitting ESC and clicking on the Players button.
