Freeze bombs turn it to coal nodes
Fire bombs on the coal turn it to diamonds
and just tossing fire bombs at the tar turns it to lava
There is currently no way to pick it up and take with you in it's normal state
I realized you asked that question several times.
Sorry, I should have answered before.
As of V2, you can find an oil/tar source "black water" in a natural made cave system that leads to the stalactite level without digging what so ever. It should be easy to find even though you may enounter a cave that has does not have a premade digged cave into the stalactite level.
In V1, oil/tar was difficult to find which in that case, you would have to dig for the stalactite layer.
To help you out a bit, the water is usually flowing out from the ceiling or you may find it as a normal lake like the healing water.
As Remy stated, you wont be able to collect the water since for myself. I have not figure out how just yet. If you want, you may craft frozen bombs and throw it into the water turning it into coal, once you turned it into coal, you may throw a fire bomb at the coal to get diamonds.
Beware: If you throw firebomb's first, you will make lava.
