Not sure how recent this change is, but I've been growing cactus flowers on a single block of cactus since I started playing. I have new flowers each CV day.
we placed three block height cactus and no spacing in at least 7x7x3 with no wall so far we are not running out of cactus flower any soon
Hm, as often as I have tried, cactus flowers would not start to grow unless a certain number of cactus-blocks were be placed close to each other. Just placing one block of cactus anywhere never worked for me, also not recently.
I've found making high (!) walls of cacti to be a waste of cactus-blocks though, as non-dependant on the number of cactus-blocks placed there will never be more than a certain number of cactus flowers growing within an area. Very different to those 4 kinds of tree-flowers that you can grow; they grow waaay more slowly, but have not stopped yet.
It really sucks that they're not reliable. Before R26 a single cactus block would grow 3 high with a flower on top, now they just don't grow at all and a flower spawns on top of random ones.

That's what I meant by "only a certain number of cactus flowers in a specific area". For example if you place 12 cactus-blocks (4 pillars each made of 3 blocks) into one chunk (or so), only 2 flowers will spawn.
And the same thing happens if you place 9 cactus-blocks (3 pillars each made of 3 blocks) into the same area: 2 flowers will spawn. Where exactly the flowers will spawn is random, but there will always be exactly 2. It will take time though to find out how many pillars are neccessary to make 3 flowers spawn, and what exactly will be the maximum number of flowers in one chunk or area...
If you don't place enough cactus-blocks into an area/chunk (or too far from each other), no flowers will grow. EDIT: okay, cactus flowers also do grow on pillars of 2 blocks in height and even on platforms only 1 block in height, but it seems to take a lot longer. I had to wait 2 ingame-days until 1 flower finally grew on the 3x4 platform with only 1 block height...

Some close to water, some on their biome blocks, some in the distance near a water fountain, not a single one has grown a flower and just last week I would get 2 flowers on 4 single block cacti.
Bug needs addressing.
It is very likely that growing cactus flowers on small artificial cacti takes a lot longer than on larger cactus-pillars. And it also seems like they will only grow well as long as at least one player-character is close btw.
For now, neither specific blocks, light nor water is needed to make cactus flowers grow. Actually I wouldn't like that to be changed.

However, since R26 they just don't do anything but sit there and maybe once in a great while they would spawn a flower. There is a bug somewhere in the cactus and it is annoying.
