Just hit the Enter key and start typing. Hit Enter again to send what you just wrote.

Hitting ENTER will start the chat box. If you are wanting to talk privately to another player then you have to type /w <PLAYERNAME> <MESSAGE> to get the conversation started. To reply to another player your can just hit the BACKSPACE key to reply.

/w in MMO's is the /whisper command for reference. So you would be whispering to another player and not the entire map.
