Do wild flowers or tundra flowers regrow?
I think they don't, but, I see a lot of them, and see them in a lot of builds. I also spotted some on unnatural blocks. Coulda been placed, I guess. Basically, I cannot confirm, but it seems they just might, since they show up so much.

If they DO, I'm gonna stock up!

I've read that they do, but I don't go back to the same place often enough to check. Usually, if I'm exploring and come to an area with something that isn't near my base, I take a few minutes to scoop up what's there and keep on moving.

Ja, dis ist gut, I could have sworn I read that they don't, but sources are not always up to date. Thanks! I'll go collect some! Make some flower pots!

"Farmable" doesn't quite fit the chart you made. The first four listed under "yes" (i would call "Clonable") can be cloned by placing and picking them back up with I believe a 10-20% chance of returning 2 flowers rather then 1.
The next 3 under "no" (I would call "Farmable") can not be cloned but can regrow within the biomes that you find them in.
The 2 under "unsure?" are in-so-far as I know are not clonable or farmable.

I can say for matter of fact that if you place a bed of sand and put cactus on it in sunlight (haven't tesed with gas lamps) in temps above freezing* it will grow cactus flowers in any biome. So I asume tundra and wild flowers may work the same for their correct surface block, dead grass for tundra flowers and savannah grass for wildflower.
*as you can see the temp isn't that high where my mountain cactus farm is, it's actually 37F degrees on top of the cacti. http://steamcommunity.com/sharedfiles/filedetails/?id=1138449668

It's not even that hard. Just "build" a couple cactus out of blocks, come back, and you will get cacutus flowers on top. Doesn't take very long either. Not sure exactly how long, but you can get several pickings in a day. You can only get about 2 at a time though, but leave some near your house, puck them as you go by, before long you'll have a bunch.
