In one cave, I found both tar and mineral water flowing together. The tar on top and the mineral water underneath. Can't remember which map it was though, sorry.
Digging is the wrong approach to finding tar. The only way is to explore caves.Tar supposedly is found in the Fossil layer, but most frequently you will find tar falls that start in the fossil layer and spill down to the Stalactite layer, making lakes there.
Also, the bigger and more spread a cave is, the higher chances of finding tar you have.
That said, I haven't found tar in all the worlds I've explored. In some cases, I had to ask other players for some, or to point me to a cave where tar can be found.
A trick you can use for finding tar if you are playing in your own private world is to take note of the world template your world has, and then check public worlds with the same template for caves where tar has been found (ask players in the public word, basically). Take note of the coordinates, and then go to those coordinates in your own world. You will find tar there.
Now that you've found some, you should take a look at Saraneth's Tarinator (in the video section)... you'll never run out of tar ever again :)
Personaly I do a simplified version (5x5 fall, 6ish block high) with no frill except a basin (to avoid flow) and some sort of support for the phasers. Also, since a player in Helping Hands teached me a lesson, I always use an arcsign to create a X target ;) (edit : you need an inverter in there between the switch/phasers/sign... somehow the sign does not turn on the same way the phasers do).
I usualy do another side by side for water (ice).
Then I could keep on for how I'd set-up liquid based spawners... but keep looking for the next BOC to see the upgraded version :D
