It would be great if they allowed all sorts of doors to stop water from flowing, would be extremely useful in several different cases.

It's not useful for turning water on & off, but you can do some really fun stuff with the current mechanics.
As TheLast points out, phasers will do this. Be very patient with them. Don't try to phase solid blocks into or out of a liquid. Instead, phase the liquid. Also, make sure all phasers are off before leaving the area (or leaving the world), make sure all other machinery is off before leaving, and don't leave the area too quickly. I had great luck with phasers for a long time & I'm now back to having great luck with them again. The only problems I encountered were when I used them in big machine builds. Machines lag the game slightly. Complex machines lag it a lot. Once the machine is turned off, your game needs a little time to "catch up" so it can remember where everything is supposed to be. I learned I had to wait quite a while after turning off my circuit before I could safely leave the area, otherwise random patches of phased blocks would be gone forever.
Oh, and never phase anything you're not willing to lose.
