Edit: Read a bit fast there. It might work if they've kept their original names to put them in the right folder? Click on screenshots and "view on disk" and see if it works if you put them there?

Go to the game, capture a crabload of screenshots, then go to their folder and replace the files (keeping the same names) with the old files. I have a feeling that there are also thumbnails stored somewhere but never really investigated the thing.
Replacing / editing a screenshot on that folder surely works and lets you upload them with the Steam facilities.
I investigated it further: you don't really need to grab dummy screenshots, as you restart Steam it should be able to pick up any new file you put there as long as the naming is coherent with the others. There is a "thumbnails" folder there but for some reason even adding a specific thumbnail there it doesn't get used by the Screenshots browser within Steam, I guess that gets used when uploaded or it simply regenerates it, no idea.
In the Steam Settings there is an option to tell steam where to save screenshots on your computer, if you use that in the future you can just put it in your documents/pictures folders and use a backup program next time to move data to new computers.
By default, all your steam screenshots are stored in a folder in the steam install directory that looks like this:
<SteamInstallFolder>\userdata\65074992\760\remote\361420\screenshots
breakdown:
<SteamInstallFolder> \userdata \ <userID> \760\remote\ <gameID> \screenshots
So if you just copy the userdata folder from your old computer to your new one you'll have all the screenshots from all your games, this includes the thumbnails and whether or not they're on the cloud because there's a file in each of those screenshot folders that tells steam if the screenshot has a thumbnail and if it's in the cloud (if you don't save that file, Steam will download it next time you look at that game's screenshots from the steam interface).
In the 760 folder there are two files, remotecache.vdf and screenshots.vdf
those two files tell steam where the screenshots, thumbnails, and if it's stored in the cloud.
So you just need to copy the <userdata> folder over to your new computer.
support has always been good to me.
Does surprise me you saying there is no support when from my own experiences with the game and support they have both generally been good and actually gave support when there was a need for it, and unlike many other games which I have come across over the years the support in this game is one of the best so far
Other games I have played their support used to blame the players and their machines, even at times when everyone who played the game had the very same experience and issues in game
For one example, there was one game that every single player who played the game had a wifi signal icon flashing on screen that was a fault on the server side of the game and not peoples machines or connection like that games developers and support tried to blame it on, and so far the support in this game has not done anything like that
Needless to say that game that I gave as an example is now closed down and no longer online, due to the way the developers run it into the ground and would not fix issues, instead of blaming the players
Your issues with the BP's could be related to steam / steam workshop and not the game, not saying it is for definite as I do not know for sure obviously, but it is a possibility, one thing I do know is so far support on this game actually fixes issues when they arise, admittedly sometimes it takes longer all depends on the urgency of the issue and what other issues have to take priority
