Natural blocks in dim areas will allow creatures to spawn.
Well lit areas with crafted blocks do not spawn creatures.
Lately have found that I can't be trusted because I see and believe things things.
Such as there seems to be a sheep player and nobody knows for sure what happens in sheep worlds, but we also have meatballs that are demanding bazookas and smiling cats making videos if that helps.

Agreed they need to fix the lights.
Lights should be controlled by switches. Never heard of mud controlled lighting and now that i see it am as outraged as you. Well I'm a bit disturbed. Kind of silly isn't it?
Been like this for awhile you say? Seems like an easy fix. Wonder why it isn't fixed.
They need better lighting anyway. Shouldn't have to put a gazillion lights up for decent lighting.
But, I'm sure the devs are aware of it, and it's on their list of things to fix....but considering how long it's been around, it's probably a low priority for them.
Your video touches on a bit of the behavior. Anytime something happens to cause lighting to be updated, that has a good chance to temporarily fix the bug. Walking away or simply turning around has a chance for the bug to return. Things which update lighting would be turning on or off nearby lights, adding or removing any block directly in a cardinal direction from a light source, and a few other things.
Lighting issues are difficult for the team to duplicate. Some players see them all the time, other players don't. A few people complain, but the workarounds are simple, so most players just craft their floors & move on. As a result, the lighting bugs aren't a terribly high priority on the list of things to fix.
Natural stone, by the way, won't spawn creatures either. Even in your first 5 minutes in a world, those will do in a pinch to stop creature spawns. You don't need any lights at all, just 4 walls & a natural stone floor. For extra fun, make your "house" a corral with fences. Miru will leer at you all night, but he won't step over your fence.
