Edit: An option might be to rotate the slab from the ground upwards. It will not be as high as the other one, but not in the middle, either.
Highlight the block and hit and hold R to rotate the block to the direction you want to place it.
not happening. this would result in twice the data for worlds if not even more.
The solution to your problem is exactly what rotating does. Just hold 'R', click and grag the block around until it is in the position you want it to.
No need for slabs to be half blocks to achieve that.
That confused me :(
Try holding down shift and click to place it on top of the glass slab.
as said before rotating the slap by 180° will let you place it in the upper half. what you asked for afterwards was changing the default shape to a slab size which would in return make all full blocks into double slabs. this would mean that the grid which is used for placing the blocks would have twice the amount of coordinates in height.
